New Hydropower Plant Set to Transform Zambia's Northern Province
By Arnold Tutu
In a major step toward strengthening Zambia's energy security and sustainable development goals, Lufubu Power Company is set to construct a massive 163-megawatt hydropower plant along the Lufubu River, located in Northern Province. The project is expected to inject new life into the country’s power infrastructure and contribute to national electrification efforts, particularly in underserved communities.
🌍 The Project: Scope and Investment
The hydroelectric facility will span the districts of Mpulungu, Nsama, and Mporokoso, making it one of the most ambitious energy projects in the region’s history. Valued at 23.7 billion Kwacha (approx. $800 million USD), the plant represents one of the largest private sector investments in Zambia’s energy sector.
A statement issued by ZESCO’s Corporate Affairs Department to ZNBC News confirmed that a 25-year Power Purchase Agreement (PPA) has already been signed between ZESCO and Lufubu Power Company. This agreement ensures long-term energy offtake, laying the foundation for sustainable, reliable, and affordable electricity generation.
⚡ The Vision: Renewable and Reliable Energy
ZESCO Managing Director, Justin Loongo, hailed the project as a milestone in Zambia’s journey toward energy independence. He emphasized that the agreement aligns with national priorities to deliver affordable and dependable electricity, particularly by tapping into the hydropower-rich northern circuit.
"This investment is a testament to the potential of Zambia's underutilized hydrological assets," said Mr. Loongo. "It supports our vision to diversify the energy mix and provide stable power even in areas prone to climate-related disruptions."
To support integration of this new plant into the national grid, ZESCO will also construct a new 330kV transmission line from Mporokoso to Kasama. This infrastructure will play a key role in enhancing grid stability, connecting remote communities, and distributing power across the broader national framework.
🚀 Strategic Importance of Northern Province
For years, Northern Province has been relatively untapped in terms of energy production, despite its consistent rainfall patterns and reliable river flows. The Lufubu River, in particular, presents a steady and predictable water source — ideal for hydropower generation.
Katai Kachasa, Chief Executive Officer of Lufubu Power Company, described the project as a transformative initiative not just for the province but for Zambia at large.
"This is more than a power plant—it is a vote of confidence in Zambia’s renewable energy potential," said Mr. Kachasa. "We’re proud to be leading a project that not only supports Zambia’s development goals but also champions clean and sustainable energy."
Mr. Kachasa also pointed out that the Lufubu project will reduce Zambia’s over-reliance on the southern hydropower stations, many of which have been affected by periodic droughts in recent years. By leveraging the hydrological advantages of the north, the country can ensure a more balanced and resilient energy system.
🌱 Environmental and Economic Impact
Hydropower is among the cleanest forms of energy. With zero emissions during operation, the Lufubu plant is expected to significantly contribute to Zambia’s climate action goals while also creating:
Hundreds of jobs during the construction phase
Long-term employment for plant operations and maintenance
Local business opportunities for suppliers and contractors
Rural electrification and improved quality of life for nearby communities
The plant will also play a critical role in reducing Zambia’s dependence on diesel generators, which are both costly and environmentally damaging.
🔌 Energy Policy Alignment
The project supports Zambia’s broader energy strategy, which includes:
Expanding renewable energy capacity
Promoting private sector investment in infrastructure
Improving rural electrification rates
Strengthening grid connectivity
With hydropower still making up the largest share of Zambia’s energy mix, adding 163MW from a reliable source like the Lufubu River is a logical next step.
🏗️ What’s Next?
While construction timelines have yet to be confirmed, the signing of the PPA marks a key milestone that enables project mobilization. With ZESCO’s support on grid infrastructure and the company’s commitment to sustainability, the groundwork is now in place for real transformation.
The eyes of the nation—and indeed, of the energy investment community—will be closely watching Northern Province over the coming months as the Lufubu Hydropower Project takes shape.
📰 Final Thoughts
The Lufubu Hydropower Project is not just a power station—it is a symbol of progress, confidence, and collaboration. It represents how government institutions and private investors can come together to create lasting change, fueling growth and development while protecting the environment.
With this project, Zambia takes another step closer to realizing its Vision 2030 goals of universal access to clean, reliable energy.
Stay tuned for more updates as this transformative project unfolds.
